Phase 4 To Begin Monday

Governor Cuomo has confirmed that NYC will enter Phase 4 on Monday, July 20th.

Phase 4 will open “low risk” outdoor venues like zoos, outdoor film sets, gardens, and professional sports (but with no fans).

However, indoor dining, museums and malls are still considered too risky to open back up, and as of now, no timelines have been put in place for them to reopen.

Indoor dining was supposed to come back when we entered Phase 3 on July 6th, but it was postponed as the Governor and Mayor acknowledged the risks that indoor, cramped spaces with air conditioning pose to the spreading of the virus. This concern was combined with the surge of recent coronavirus infections around the country.

In addition to the further postponement on indoor dining, Governor Cuomo has announced new regulations for bars and restaurants offering outdoor dining.

New York State restaurants can only serve alcohol to customers that are ordering food as well, and service at bar counters are restricted to customers who are separated by six feet or by physical barriers.

The ‘Three Strikes and You’re Closed’ initiative also states that establishments which receive three violations will be closed, while “Egregious violations can result in immediate loss of liquor license or closure before a third strike.”

In addition, “any establishment facing disciplinary charges by the State Liquor Authority will have its name and location posted publicly and updated on a weekly basis.”
