Governor Cuomo has confirmed that NYC will enter Phase 4 on Monday, July 20th.
NYC has been cleared to enter Phase 4 of reopening, starting Monday, July 20.
Phase 4 will not include indoor activity in malls, restaurants or cultural institutions at this point.

Phase 4 will open “low risk” outdoor venues like zoos, outdoor film sets, gardens, and professional sports (but with no fans).
However, indoor dining, museums and malls are still considered too risky to open back up, and as of now, no timelines have been put in place for them to reopen.

In addition to the further postponement on indoor dining, Governor Cuomo has announced new regulations for bars and restaurants offering outdoor dining.
New York State restaurants can only serve alcohol to customers that are ordering food as well, and service at bar counters are restricted to customers who are separated by six feet or by physical barriers.
The ‘Three Strikes and You’re Closed’ initiative also states that establishments which receive three violations will be closed, while “Egregious violations can result in immediate loss of liquor license or closure before a third strike.”
In addition, “any establishment facing disciplinary charges by the State Liquor Authority will have its name and location posted publicly and updated on a weekly basis.”
There is no phase 5 so I guess restaurants, bars, and countless other indoor businesses will just have to go out of business. Cuomo and Deblasio are morons. Protect the elderly and compromised and let the rest of us be adults and start living again. The mass exodus of New York has started and the tax base will leave. Hospitals are not overwhelmed which was the original concern when we shut down when the estimates were that 2 to 3M people in the US would die based on a false model out of England. Why aren’t more people saying this. What you write is so obviously true. Why aren’t the restaurateurs jamming the streets in front of Cuomo’s office demanding an end to this nonesense.
As far as protecting the lives of the endangered, agree on that. Cuomo is clearly not the person to deal that, having single-handedly cost 5000 lives with his ill-advised ruling on nursing home admissions. Yet, the sanctimonious moron says ” I won’t put a price on a human life”.
Bye, have a nice life. Maybe you’d like to go to Florida, or Texas, where you will find like-minded people. NYC will come back as it always has, and will not be worse off for having people like you gone.

You are obviously not in any way informed .
Unless this Virus is stopped by humans who wear masks & follow protocol that has proven to lower the numbers .we will not have any PHASE that allows a return to any amount of normalcy in the near future.

I have a degree in microbiology so I would hope that I am informed. The way to stop this virus is by letting the healthy, under 70, population be exposed to the virus so that they develop antibodies and cannot transmit the virus to our older and / or immunocompromised. Your face coverings, bandanas, and surgical masks really don’t do anything to impede the virus from infecting you. This is an airborne virus that will pass through these coverings as would influenza and the common cold. Respirators would prevent most transmission but they are nearly impossible to find right now. Try shopping for an N95 or FFP2 respirator, you aren’t going to find one. Most people will have little or no symptoms from this virus. Our first real mortality rates came out of Italy and have shown approximately 150 deaths / 100,000 or 0.15%.
As I see it, the openings should balance benefits and risks for as many people as possible. The number one priority should be to open schools in September. It is very dangerous for children and teenagers to be without the structure and non-familial adult supervision and observation that school provides. Already in this country there have been deaths of children from child abuse and other causes that could have been prevented had the child been going to school every day.
I think that whatever needs to be done towards this end is worthwhile. If disallowing indoor dining and venues right now keeps case numbers in NYC low enough to justify opening school in September then I’m for it.
But there needs to be a real plan, reasons for keeping things closed. And the public needs to accept that cases will increase and yes, there will be deaths, when indoor activities resume. That is what happens during pandemics. Let’s not have the response to the pandemic be the cause of other epidemics and unnecessary deaths.
It’s really easy to criticize, but they are doing the best they can with what they know. This is an unprecedented event and no one was prepared. Information regarding the virus has been unfolding this whole time. It is day by day.
I think they will figure out the next step after phase 4 when they are able. The goal is to control the virus so it does not get out of hand, but does not destroy the economy. It is a balancing act.
From my perspective New York City has done a good job. And the city will bounce back, because this is a place that loves change and is constantly evolving and adapting.
No matter what, this is a challenging event that would have consequences no matter how it was handled. Unfortunately, this is an imperfect world and shit happens. We can only try our best to handle things as effectively as we know how.
I realize people prefer to be negative, but I prefer to be positive and see the positive. New York City will be fine and I am excited to watch the creative ways it continues to adapt to the new reality. This could be a great time for exciting new ideas and ventures and a type of rebirth for a brighter future.
It might take time and innovation, but things will get back to normal and everything will be okay.
