Public Advocate Jumaane D. Williams has just released the 2024 edition of the ‘Top 100 Worst Landlords Watchlist.’
The annual list identifies landlords who “consistently flout City laws intended to protect the rights and safety of tenants,” spotlighting the 100 property owners with the most open HPD violations throughout the year. You can also see which buildings are on the list here.

We’re delighted to report that the most recent list only includes two Upper West Side landlords, compared to six in 2023 and four in 2022.
Ivan Disla was ranked the 46th worst landlord in NYC. In 2023, he was ranked the 58th worst, and in 2022, he secured position # 37. Disla owns three buildings on the watchlist, two of which are on the Upper West Side: 698 Amsterdam Avenue and 700 Amsterdam Avenue, side-by-side five-story buildings off the corner of West 94th Street. Both buildings have thirteen apartments, and combined, they had an average of 360 open HPD violations throughout 2024.

In the last three years, the most common complaint at 698 Amsterdam Ave has been about heat and hot water, followed by plumbing issues, followed by mold. At 700, pests were the most common type of complaint, with heat and hot water coming in second and appliances coming in third.

At 698 Amsterdam, there’s currently a two-bedroom apartment listed on Streeteasy for $3,400. At 700, there’s currently a three-bed, one-bath for $4,100.

Jonah Bamberger, who owns one UWS building on the watchlist, was named the 16th worst landlord in New York City (compared to being ranked 63rd in 2023). Bamberger is the owner of 2647 Broadway (between 100th and 101st streets), which has 26 apartments. During the course of 2024, it had an average of 169 open HPD violations. The building also has a retail space which was home to Tip Top Stores until it closed in January 2023. Tip Top was a variety discount store which first opened in 1979.
According to Streeteasy, the most recently available unit was a two-bedroom listed at $4,000.
